Is this considered child abuse or neglect?

Please read all of this. So a 14 year old girl is having really bad muscle problems like really bad pains in her neck and right thigh and its so bad that she wants to cry when walking but she doesn't because she knows her step dad will mock her for it and then her mom tells her the night before that if it still hurts she can take a muscle relaxer and its hurting really badly and she goes to find it and her step dad starts yelling at her because one of the side effects is it will make her super sleepy and says that she sleeps enough and needs to go do some cleaning and shes in so much pain that she wants to cry and hes cussing at her and everything, is that child abuse or neglect? Please tell me.
