At mine, they aren't neglected, but no. They are very skittish and they'd have to be tamed. I know someone who's had one for a year from Petsmart, and they work with him almost every day and he's not afraid of humans that much, but doesn't like to step up or come out of the cage. You can get a hand tamed one probably cheaper from a breeder.
